While overall fraud cases have declined, investment fraud cases have surged dramatically, with financial losses increasing 58.4% year-over-year to HK$3.58 billion (approximately USD 450 million).

How the Scam Works

The typical progression follows these stages:

  1. Initial Contact and Trust Building: Scammers initiate contact via dating apps, social media, or manipulated Facebook advertisements, establishing romantic connections to gain trust

  2. Investment Introduction: After building rapport, scammers gradually shift conversations toward investment topics, claiming to be successful investors or business professionals

  3. Fake Profit Display: Victims are directed to cryptocurrency trading applications, where fake platform managers display fabricated returns exceeding 800%

  4. Continuous Deposit Requests: After showing initial "profits," scammers request additional deposits, claiming high returns guarantee future gains

  5. Withdrawal Denial: When victims attempt to withdraw funds, requests are denied with excuses about taxes, fees, or platform maintenance, and communication ceases
