New Lottery Ticket Forgery Scam Targeting Retailers in Vietnam

A new fraud scheme targeting lottery ticket retailers in Vietnam has been discovered. Scammers alter the predicted numbers in transaction records by taking advantage of staff negligence, then claim prize money based on the falsified records.

How the Scam Works

This fraud scheme operates through the following steps:

  1. Creating an Opportunity: The perpetrator claims to be in a hurry and prevents the retailer from following the standard procedure for recording the predicted numbers. Instead, they use their own pen to write the predicted numbers directly in the transaction record.

  2. Document Alteration: After the lottery results are announced the next day, the fraudster returns to the store and asks to review the record book under the pretext of checking numbers. Taking advantage of moments when staff are distracted or using blind spots in sight lines, they alter the recorded numbers to match the actual winning numbers.

  3. Fund Extraction: Based on the falsified record, they demand payment of prize money. Trusting the entries in the record book, staff members unknowingly process the fraudulent payout.

Warning Signs to Watch For

  • Customers claiming to be in a rush and refusing to wait for standard procedures
  • Unknown individuals appearing after lottery results are announced, suddenly requesting record verification
  • Suspicious customers attempting to approach or access record books, or trying to distract staff
  • Unusually urgent demands for cash payment compared to normal prize claim procedures

Prevention Tips

  • Strict Procedure Enforcement: Never permit customers to write their own numbers. All entries must be made by staff members only.
  • Record Book Security: Never hand over record books to customers. If verification is required, staff must remain present and maintain visual oversight at all times.
  • Suspicious Transaction Response: If you notice any irregularities, signs of alteration, or unusual marks in records, immediately report to your supervisor or authorities.
  • Customer Vigilance: Pay special attention to customers displaying suspicious behavior or exhibiting unusual purchase or verification patterns.
