Meter Inspection and Housing Scams Surge in Astrakhan Region, Russia

Astrakhan Region authorities report a rise in scams targeting meter inspections and housing compliance checks. Fraudsters use fake official notices, threatening phone calls demanding 5,000-10,000 rubles, and phishing links distributed via social media and messaging apps to steal personal data. Using official government apps and verifying contact methods through authorized channels is recommended.

How the Scam Works

Scam Type 1: Meter Inspection Fraud

Fraudsters place leaflets made to look like official government notices in mailboxes, then call residents claiming immediate meter inspection is required. They use threats of fines and penalties to pressure victims into paying 5,000-10,000 rubles for fake "inspection services."

Scam Type 2: Phishing for Personal Data

A second scheme distributes fake notices allegedly from the State Housing Inspection Authority (ГЖИ) via social media, messaging apps, and email. Recipients are directed to click links to "review case materials." These are phishing attacks designed to steal login credentials, passwords, and sensitive financial information.

Warning Signs

  • Verification of legitimate notices: Check meter inspection deadlines exclusively through the official "Госуслуги Дом" (Government Services Home) app. From May 2026, automatic reminders will be sent to the government portal and email
  • Beware of unsolicited contact: Government and housing inspection agencies do not send official orders via social media or messaging apps, and they do not apply pressure in person
  • Urgency is a red flag: Any demand for immediate action or payment is characteristic of fraud
  • Check credentials: Only state-accredited organizations can conduct meter inspections. Inspectors must record their work in the federal "АРSHИН" system

Prevention and Protection Strategies

  1. Use official government apps: The "Госуслуги Дом" app allows you to verify actual inspection costs, select accredited companies from the official registry, and submit requests directly
  2. Never click unsolicited links: Even if messages appear official, access information through verified official apps or by contacting authorities directly using independently verified phone numbers
  3. Verify independently: If you receive unexpected notices, call government offices using contact information you find yourself to confirm legitimacy
  4. Avoid unauthorized service providers: Do not allow unregistered individuals into your home. Only use companies listed in official accreditation registries

Where to Report

Contact local authorities through official government channels or the Госуслуги portal. If you suspect fraud or unauthorized data theft, report it to regional police immediately.
