China Prosecutes Over 190 People in AI-Generated Content Fraud Cases

Chinese authorities are intensifying efforts against AI-enabled fraud and scams. In the first half of 2026, police investigated over 170 AI-related online rumor cases and prosecuted more than 190 individuals. The government has deployed AI detection tools and strengthened regulations to combat deepfakes and AI-generated fraud schemes.

How the Scam Works

AI-enabled fraud schemes employ several tactics:

  • Impersonation Fraud: Criminals use AI-generated images, audio, and video to impersonate known contacts or authority figures, then exploit the victim's trust to commit fraud
  • System Intrusion: Attackers use AI technology to breach government and corporate information systems, stealing personal data and assets
  • Misinformation Campaigns: Fraudsters deploy AI tools to generate and spread false information online, undermining public order and trust

Warning Signs to Watch For

Chinese authorities have identified suspicious patterns that may indicate AI-fraud attempts:

  • Frequent video calls from unknown accounts
  • Requests for repeated facial image collection or recording of conversations
  • Incoming video calls originating from overseas
  • Unnatural voice quality, visual artifacts, or audio-video synchronization issues
  • Pressure to send money urgently
  • Requests for verification codes or sensitive personal information

Prevention Tips

  • Never make important financial decisions via video call, even with apparent known contacts
  • Before large transfers, independently verify the caller's identity through separate communication channels
  • Use AI detection tools (such as official fraud prevention apps) to check suspicious videos, audio, or images
  • Limit personal information shared on social media and email
  • Verify unexpected government or corporate communications through official channels
  • Be skeptical of deepfakes; visual and audio quality inconsistencies are often red flags

Government Countermeasures

Chinese authorities have implemented multiple defensive strategies:

  • Deployed a National Anti-Fraud Center application with built-in AI-generated content detection
  • Enabled users to upload suspicious videos, audio, or images to check for AI manipulation traces
  • Mandated labeling of AI-generated and synthesized content
  • Enhanced monitoring of AI services and large language models for security risks
  • Conducted over 600 inspections of AI application services in the first half of 2026
  • Issued 30+ administrative enforcement actions, including warnings and service suspensions

Where to Report

If you suspect AI-fraud activity or encounter suspicious deepfakes, report to your local law enforcement agency or national fraud prevention center immediately. Provide detailed information about the communication method, sender details, and any AI-generated media involved.
