Bank Account Rental Scams: How Innocent People Become Unwitting Accomplices to Fraud
Vietnamese authorities warn of a growing scam targeting students and low-income workers through social media offers of easy money. Criminals collect bank accounts and personal credentials to use them as conduits for fraud, money laundering, and illegal gambling. Account owners unknowingly become liable for criminal activities conducted through their accounts.
How the Scam Works
Criminal networks recruit victims through Facebook, Zalo, and Telegram groups with attractive offers like "easy work with quick payment" or "receive hundreds of thousands in cash just for opening a bank account." Once victims open accounts, they are pressured to surrender login credentials, debit cards, OTP codes, and identity documents.
Misuse of Collected Accounts
These "dummy accounts" are then weaponized for illegal purposes:
- Receiving funds from fraud schemes
- Money laundering operations
- Illegal online gambling networks
- Other unlawful financial transactions
This widespread account diversion complicates law enforcement investigations and delays money flow tracking.
Sophisticated Technology Tactics
Thanh Hóa Provincial Police investigations revealed that criminal syndicates employ malware capable of:
- Remote control of smartphone cameras
- Bypassing banks' biometric authentication systems by substituting real facial images with pre-recorded photos
- Creating multiple unauthorized bank accounts without the legitimate account holder's involvement
This enables mass fraud account creation without victims' knowledge or direct participation.
Legal Consequences and Penalties
While many believe account sales or rentals are purely civil transactions, they carry severe legal consequences.
Under Decree 340/2025/NĐ-CP effective February 9, 2025 (Article 30, Section 6):
- All forms of buying, selling, renting, or lending bank accounts constitute violations
- Civil penalties: Individuals face fines up to 200 million VND (~$9,500 USD) and mandatory return of all illicit gains
- Criminal liability: Vietnam's 2015 Penal Code Article 291 (amended 2017) imposes fines up to 500 million VND (~$24,000 USD), non-custodial labor reform, or imprisonment up to 7 years for unauthorized collection, storage, exchange, sale, or disclosure of others' banking information
- Aggravated offenses: Knowingly providing accounts for fraud or money laundering may result in separate charges under related criminal statutes

- Restrict permissions: Deny camera and device control access to unknown applications
